feat: NEZ-2755 NEZ-2759 告警规则接口支持多阈值告警dev-3.7-multi-threshold
1. alert_rule 库表结构修改
2. 接口更新
3. alert_rule 历史数据升级
4. 全局搜索接口 alert_rule 提示由 Severity name + '/' + Rule type 改为 Rule type + "/" + expr
5. system chart 中 alert rule 取消 priority dimension
